The requirements of the Chartered Engineer Certificate vary between different customs departments but generally follow the same rules.

What is a Chartered Engineer Certificate?

A Chartered Engineer Certificate (or, CEC) is the document that establishes the value of used equipment for foreign country customs purposes. The document is only used for USED equipment. Since new equipment has an original invoice, its value has already been established.

If foreign country customs require a Chartered Engineer Certificate, the equipment will not be released into the country without it.

The options include putting the equipment in a bonded warehouse until the requirement is fulfilled or returning the equipment to the sender.

The Chartered Engineer Certificate is used by Customs to calculate a duty, if applicable, or if the equipment is on loan, it is the document that follows the equipment during its stay in the foreign land. The document must be presented upon arrival at the port both in entering and exiting.

The Chartered Engineer Certificate must be completed by a Chartered Engineer Valuer (Appraiser). The name “Chartered Engineer” originated in Great Britain and, therefore, the term is used in the United Kingdom and throughout the former commonwealth countries.

The Chartered Engineer Certificate is completed by the Chartered Engineer based on the foreign country customs guidelines, which vary from country to country, and contains the signature and embossed seal of the Chartered Engineer.
